BUREAUCRACY AND EFFICIENCY: ENUGU STATE CIVIL SERVICE IN FOCUS

Abstract


This paper tries to assess the level of efficiency in the bureaucracy and the functions of the bureaucracy. It is hoped that the study will help to educate civil servants on their expected roles and factors that can make them to be more efficient in the delivery of social service to the citizenry. The paper adopted the bureaucratic theory as the theoretical frame work which lays emphasis on the adherence of the ideal type principles of bureaucracy as advocated by Max Weber the study exposed several issues about the bureaucracy and efficiency among which; are that disregard of administrative ethics as one of the major causes of inefficiency in the civil service. It was equally discovered that there has emerged new approaches that are better than the ideal type. The paper recommends that civil servants should be enlightened on the need to be administratively ethical.
